You might think that South Cambridgeshire District Council do? That's not actually true. They created the Park using the powers granted them by the Countryside Act 1968 but the freehold of the Park rest with four different landowners:
- A private landowner owns almost all the land south of the 13th Public Drain i.e. the entrance, car park, and the land on which the Visitor Centre is built. It is leased to SCDC on a 999 year lease which has 987 years left to run.
- South Cambridgeshire District Council own a small packet of land south of the 13th Public Drain, roughly the area where the children's play area is. North of the drain they also own Todd's Pit, Dickerson's Pit and Deep Pool and the land immediately around them along with the land in the North East corner of the Park up to Fen Road.
- Cambridgeshire County Council own the centre strip of land between Todd's Pit and Dickerson's Pit from the 13th Public Drain to the north end of the Park. This includes Hall's Pit. They let SCDC manage the land but can terminate the agreement on six months' notice.
- Milton Parish Council own Tomkin's Mead, the nature reserve in the north west corner of the Park. They let SCDC manage the land based on an informal agreement.
None of the landowners pay SCDC any money towards the maintenance of their portion of the Park.
